Ruler of the 2nd house in the 11th house= money from the friends?

I have been doing research and many ppl have told me that this placement means that the money i would earn is because of the friends i make, is this true? And also if the ruler of my 10th house is in my 11th house would mean that i would become Famous from the relationship i make and/or my friends i would make?
